Is everything in accordance with GOST? What standards guarantee quality? 

How GOST came about

During the Soviet era, all standards were mandatory and were designated by the abbreviation ‘GOST’. These standards were approved by Gosstandart.

Today, one of the main principles of standardisation is the voluntary application of standards.

GOST standards, with their abbreviation from the Soviet era, are now developed within the framework of the Interstate Council for Standardisation, Metrology and Certification and are valid in the CIS countries that have joined it. When GOST is adopted within the framework of the CIS MGS, it is put into effect in Russia by order of Rosstandart.

Technical committees participate in the preparation of proposals and planning of work in the field of standardisation, as well as carrying out the main work on the development of standards. After the first draft of the standard has been developed, there is a stage of public discussion, when anyone can send their comments and suggestions to the developer of the standard. The developer may accept or reject them, but only with justification for their refusal. The final draft of the standard is then submitted to the TC for consideration. The standard is adopted on the condition of consensus, i.e. if none of the committee members object, and is then approved by Rosstandart. The development of a standard, from the initial idea to approval by Rosstandart, takes about a year.

The GOST standard is applied voluntarily, unless otherwise specified by law. Many of them focus on product quality. The manufacturer decides whether to apply a specific standard in the production of its products. However, if the supply contract specifies that the products are manufactured in accordance with the standard, all its requirements become mandatory. Standards from product lists that ensure the implementation of technical regulations (TR) are voluntary. 

What are TU and STO?

If you see ‘TU’ or ‘STO’ followed by a number on the packaging, it means that the product is manufactured according to technical specifications developed and approved by the company. Enterprises may invite organisations qualified in the field of standards development. But for the consumer, this does not change anything: technical specifications are not subject to mandatory review and approval by government agencies. TU registration is voluntary. So, the exact requirements under which the product is manufactured may remain a mystery to the consumer.

More than 80% of all products are manufactured according to technical specifications. This is partly because there are simply no standards for a large range of goods today. Work on a national standard usually begins when a new product becomes in demand for mass consumption.
