《谷物安全技术法规TR CU 015/2011》由俄罗斯、白俄罗斯和哈萨克斯坦海关联盟委员会于2013年7月1日通过第874号法令在海关联盟框架内颁布，并于2013年7月1日生效。
适用范围及相关产品：
本海关联盟（现欧亚联盟）技术法规适用于作为饲料及营养品流通于原海关联盟成员国（现欧亚联盟）市场的谷物：
本技术法规不适用于作为种子使用的谷物及谷物加工产品。
市场准入证书TR CU 015 2011
谷物投放市场前，制造商/代表应：
    符合技术法规TR CU 015/2011的基本健康与安全要求
    执行符合性评估程序
    获取符合性证书/声明并确保随附于产品
    确保产品标注EAC标志
实际操作中，任何经海关清关后进入关税同盟市场（销售点及投产现场）的产品，均须随附符合性证书/声明的原件或经认证的副本。

Technical Regulation TR CU 015/2011 on safety of grain adopted in the framework of the Customs Union between Russia, Belarus and Kazakhstan by the Decree No. 874 of July 01, 2013 of the Commission of the Customs Union came into force on July 01, 2013.
Scope and relevant products:

This technical regulation of the Customs Union (currently Eurasian Union) applies to grain, which is used as feedstuff and nutrition products and is put in circulation on the market of the ex-Customs Union member states (currently Eurasian Union):

This technical regulation of the Customs Union does not apply to grain used as seeds and products of grain transformation.
Market LaunchCertificate TR CU 015 2011
Prior to launching grain onto the market, the manufacturer / representative should:

    comply with the basic health and safety requirements of the Technical Regulation TR CU 015/2011
    apply procedures for conformity assessment
    obtain a certificate / declaration of conformity and make sure that the latter is included in products
    make sure that products bear the EAC mark

In practice, any products coming onto the Customs Union markets (sales outlets and commissioning sites) after customs clearance should include originals / certified copies of certificates/declarations of conformity.
