欧亚经济联盟技术法规TR CU 005/2011《包装安全》：主要定义
根据俄罗斯、白俄罗斯和哈萨克斯坦海关联盟委员会2011年8月16日第769号法令颁布的《包装安全技术法规TR CU 005/2011》于2012年7月1日生效。
适用范围及相关产品 
除医疗器械、药品、烟草及危险品包装外，所有类型包装均须通过符合性声明形式进行符合性评估。
市场准入证书TR CU 005 2011
产品/设备投放市场前，制造商/代表应：

    遵守基本健康安全要求（技术法规TR CU 005/2011）
    执行符合性评估程序
    获取符合性文件：符合性声明，并确保该文件随附于产品
    确保产品带有EAC标志

实际操作中，任何进入关税同盟市场（销售点及投产现场）的产品，在完成海关清关后均须随附符合性证书/声明的原件或经认证的副本。

TR CU 005/2011《包装安全》技术法规适用范围

TR CU 005/2011技术法规涵盖欧亚经济联盟境内流通的所有类型包装。部分条款同样适用于其他产品制造商生产的包装材料，但此类包装仅需遵守标签标识与材料处置规定，无需进行EAC符合性声明。
根据TR CU 005/2011规定，下列设备需进行EAC符合性声明：

包装的符合性评估仅通过EAC符合性声明形式实施，且具有强制性。EAC认证不适用于包装产品。
根据TR CU 005/2011规定，下列产品的包装无需进行符合性评估：

    医疗设备
    药品
    制药产品
    烟草制品
    危险品

Technical Regulations TR CU 005/2011 on the safety of the packaging in the context of the Customs Union between Russia, Belarus and Kazakhstan by Decree No. 769 of 16.08.2011 of the Commission of the Customs Union came into force on July 1, 2012. 
Scope and relevant products 
Any type of packaging is subject to conformity assessment in the form of the Declaration of Conformity, except for packaging for medical devices, drugs, tobacco and dangerous.

Prior to launching products/equipment onto the market, the manufacturer / representative should:

    comply with the basic health and safety requirements (Technical Regulations TR CU 005/2011)
    apply procedures for conformity assessment
    obtain the conformity document: declaration of conformity and make sure that the latter is included in the products
    make sure that products bear the EAC mark 

In practice, any products coming onto the Customs Union market (sales outlets and commissioning sites) after customs clearance should include originals / certified copies of certificates/declarations of conformity.

Application area of TR CU 005/2011 On safety of packaging

The technical regulation TR CU 005/2011 covers all types of packaging in circulation in the Eurasian Economic Union. In part it also effects packaging which is created by manufacturers of other products. For such packaging only the rules regarding the labeling and disposal of the material applies. It is not subject to EAC declaration.
According to TR CU 005/2011 the following devices are subject to the EAC Declaration:

The conformity assessment of packaging is carried out exclusively in the form of the EAC declaration and is mandatory. The EAC certification is not intended for packaging.
According to TR CU 005/2011 no conformity assessment is needed for packaging of:

    medical equipment
    medications
    pharmaceutical products
    tobacco
    dangerous goods
