《关于高速铁路运输安全的TR CU 002/2011技术法规》由俄罗斯、白俄罗斯和哈萨克斯坦（现欧亚经济联盟）海关联盟框架下，依据2011年7月15日海关联盟委员会第771号法令通过，于2014年7月15日生效。
适用范围及相关产品

本海关联盟（现欧亚经济联盟）技术法规适用于高速铁路运输，包括：

    A) 近期研发（或现代化改造）的高速铁路运输设备及其零部件，用于在海关联盟（现欧亚经济联盟）境内轨距为1520毫米、时速不超过200公里的铁路系统。
    B) 高速铁路运输基础设施（轨道、铁路供电系统、自动及远程控制铁路、电通信系统、车站建筑及设备）

受技术法规TR CU 002/2011约束的产品/设备详细清单载于该技术法规附件1。
市场准入证书TR CU 002 2011

在将高速铁路运输设备及其零部件投放市场前，制造商/代表应：

    符合技术法规TR CU 002/2011的基本健康与安全要求
    执行符合性评估程序
    获取符合性证书/声明并确保随附于产品
    确保产品标注EAC标志

实际操作中，任何进入关税同盟市场（销售点及投运现场）的产品，在完成海关清关后均须随附符合性证书/声明的原件或经认证的副本。

Technical Regulation TR CU 002/2011 on the safety of high-speed railway transport adopted in the framework of the Customs Union between Russia, Belarus and Kazakhstan (currently Eurasian Economic Union) by the Decree No. 771 of July 15, 2011 of the Commission of the Customs Union came into force on July 15, 2014.
Scope and relevant products

This technical regulation of the Customs Union (currently Eurasian Economic Union) applies to the high-speed railway transport, which includes:

    A) Recently developed (or modernized) high-speed railway transport and its parts destined for the use on the railroads with the width of 1520mm on the territory of the Customs Union (currently Eurasian Economic Union) with the speed of up to 200 km/hour.
    B) The infrastructure of high-speed railway transport (railroad tracks, railroad power supply, automatic and remotely operated railroads, electric communication, constructions and installations of stations)

The detailed list of products / equipment subject to the Technical Regulation TR CU 002/2011 is mentioned in the Annex No. 1 of the Technical Regulation.

Prior to launching high-speed railway transport and its parts onto the market, the manufacturer / representative should:

    comply with the basic health and safety requirements of the Technical RegulationTR CU 002/2011
    apply procedures for conformity assessment
    obtain a certificate / declaration of conformity and make sure that the latter is included in products
    make sure that products bear the EAC mark

In practice, any products coming onto the Customs Union markets (sales outlets and commissioning sites) after customs clearance should include originals / certified copies of certificates/declarations of conformity.
