《关于汽油、航空燃油、柴油、船用燃料、喷气发动机燃料及重质油要求的技术法规 CU TR 013/2011》由俄罗斯、白俄罗斯和哈萨克斯坦海关联盟委员会于2011年10月18日第826号法令在海关联盟框架内通过，于2012年12月31日生效。
适用范围及相关产品
TR CU 013/2011规定了以下产品的技术要求：
    汽油及航空燃油
    柴油及船用燃料油
    喷气发动机燃料
    重质燃料油

TR CU 013/2011不适用于：
    依据国家国防订单交付的燃料
    出口至关税同盟境外地区的燃料 （现为欧亚经济联盟）
    国家物资储备安全保障机构储存的燃料
    个人用途燃料

TR CU 013/2011法规不适用于以下情形：
    依据国家国防订单交付的燃料
    出口至关税同盟（现欧亚经济联盟）境外领土的燃料
    储存于保障国家物资储备安全的机构中的燃料
    用于个人用途的燃料

市场准入证书 TR CU 013 2011

在将汽油、航空燃油、柴油、船用燃料、喷气发动机燃料及重质燃料投放至关税同盟市场前，制造商/代表应：

    符合《技术法规TR CU 013/2011》规定的基本健康与安全要求
    执行符合性评估程序
    获取符合性文件：符合性声明

实际操作中，任何经清关后进入关税同盟市场（销售网点及投产现场）的产品均须随附符合性文件的原件/经认证的副本。

Technical Regulation TR CU 013/2011 on requirements for motor and aviation petrol, diesel and marine fuel, reactive engines fuel and black oil adopted in the framework of the Customs Union between Russia, Belarus and Kazakhstan by the Decree No. 826 of October 18, 2011 of the Commission of the Customs Union came into force on December 31, 2012.
Scope and relevant products
TR CU 013/2011 establishes requirements for:

    motor and aviation petrol
    diesel and marine fuel
    reactive engines fuel
    black oil

The action of TR CU 013/2011 shall not apply to:

    fuel which is delivered according to a state defense order
    fuel exported to the territories outside Customs Union (currently Eurasian Economic Union)
    fuel stored in organizations which ensure the safety of the state material reserves
    fuel destined for personal use

Prior to launching motor and aviation petrol, diesel and marine fuel, reactive engines fuel and black oil onto the Customs Union market, the manufacturer / representative should:

    comply with the basic health and safety requirements mentioned in the Technical Regulation CU TR 013/2011)
    apply procedures for conformity assessment
    obtain conformity documents: declaration of conformity

In practice, any products coming onto the Customs Union markets (sales outlets and commissioning sites) after customs clearance should include originals / certified copies of conformity documents.
