《铁路机车车辆安全技术法规TR CU 001/2011》由俄罗斯、白俄罗斯和哈萨克斯坦关税同盟（现欧亚经济联盟）于2011年7月15日通过第710号法令颁布，并于2014年7月15日生效。
适用范围与相关产品
本海关联盟（现欧亚经济联盟）技术法规适用于在联盟境内（现欧亚经济联盟）1520毫米轨距铁路线上运行、最高时速不超过200公里的新型铁路车辆及其零部件。

铁路车辆包括：
1) 机车；
2) 动力车、动力列车及其车厢；
3) 客车动力装置；
4) 货车；
5) 特殊铁路车辆。
市场准入证书 CU TR 001 2011
在将新开发的铁路车辆及其零部件投放关税同盟市场前，制造商/代表应：
    遵守技术法规TR CU 001/2011的基本健康与安全要求
    执行符合性评估程序
    获取符合性证书/声明并确保随附于产品
    确保产品加贴EAC标志
实际操作中，任何经海关清关后进入关税同盟市场（销售点及投运现场）的产品，均须随附符合性证书/声明的原件或经认证的副本。

Technical Regulation TR CU 001/2011 on the safety of railway rolling stock was adopted in the framework of the Customs Union between Russia, Belarus and Kazakhstan (currently Eurasian Economic Union) by the Decree No. 710 of July 15, 2011 of the Commission of the Customs Union and came into force on July 15, 2014.
Scope and relevant products 
This technical regulation of the Customs Union (currently Eurasian Economic Union) applies to the recently developed railway rolling stock and its parts destined for the use on the railroads with the width of 1520mm on the territory of the Customs Union (currently Eurasian Economic Union) with the speed of up to 200 km/hour.
The railway rolling stock includes:
1) Locomotives;
2) Motorized cars, motorized trains and their cars;
3) Locomotive drives of passengers cars
4) Freight cars;
5) Special railway rolling stock.
Market LaunchCertificate CU TR 001 2011
Prior to launching the recently developed railway rolling stock and its parts onto the market of the Customs Union, the manufacturer / representative should:
    comply with the basic health and safety requirements of the Technical Regulation TR CU 001/2011
    apply procedures for conformity assessment
    obtain a certificate/declaration of conformity and make sure that the latter is included in products
    make sure that products bear the EAC mark 
In practice, any products coming onto the Customs Union markets (sales outlets and commissioning sites) after customs clearance should include originals / certified copies of certificates/declarations of conformity.
