The question about the difference between the concepts of TR CU and EAEU comes to us very often, because in different sources you can find information about EAEU certificates, TR CU, TR EAEU. And at first glance it may seem that these are different documents, but it is not so - we are talking about the same certificate of conformity.

造成混淆的原因是，自2010年起，为关税同盟（CU）制定了技术法规（TR），规定了货物的安全要求，而关税同盟只包括三个国家--俄罗斯、哈萨克斯坦和白俄罗斯。当时，海关联盟为货物颁发了符合技术规范的EAC合格证书和EAC符合性声明。

The confusion arose due to the fact that technical regulations (TR), establishing safety requirements for goods, were developed for the Customs Union (CU), which included only three countries - Russia, Kazakhstan, Belarus - since 2010. At that time, certificates and declarations of conformity of the TR CU were issued for goods.


2015 年，欧亚经济联盟成立，从此关税同盟成为欧亚经济联盟的组成部分，所有欧亚经济联盟成员国自动加入关税同盟。

In 2015, the Eurasian Economic Union was established and from that moment the Customs Union became an integral part of the EAEU, and all EAEU member countries automatically joined the CU.

Difference between the Customs Union and the EAEU

欧亚经济联盟EAC合格证书 (EAC) 和海关联盟合格证书 (TR CU Certificate) 是一回事。因此，这些文件的法律效力没有区别。但也有一些差别，而且差别很小：

The EEU Certificate of Conformity (EAC) and the TR CU Certificate are one and the same thing. Therefore, there is no difference in the legal validity of these documents. There are a few differences, and they are minimal:

证书格式 “页眉 ”处的文字有所改变；The inscription in the ‘header’ of the form has been changed;
注册号的缩写发生了变化； The abbreviation of the registration number has been changed;
自 2017 年起，海关联盟的 HS 编码变为欧亚经济联盟 HS 编码。 The HS code of the CU has become the HS of the EAEU since 2017.
EAC证书必须在认证中心签发，签发期限不得超过五年。 The authorisation document must be drawn up in a certification centre and issued for no more than five years.
