Since you are looking at the practical execution side, let's focus on the TR CU certification process and the strict EAC marking rules you must follow to ensure your goods clear Russian and Eurasian customs without issues.
📝 TR CU Certification: Two Paths to Compliance
Depending on your product's risk level, TR CU certification (officially known as EAC certification) is issued in one of two formats. It is crucial to identify which one your product requires before starting the process:
Feature    EAC Certificate of Conformity (CoC)    EAC Declaration of Conformity (DoC)
Target Products    High-risk (e.g., industrial machinery, high-voltage equipment, children's toys, elevators, pressure vessels)    Medium/Low-risk (e.g., household appliances, standard IT equipment, textiles, furniture, simple hardware)
Issuing Body    Issued by an official EAEU-accredited Certification Body (Third-party)    Registered by the EAEU applicant (Importer/Authorized Rep) based on their own declaration
Core Requirements    Strict third-party audit, mandatory sample testing in EAEU labs, and usually requires a factory inspection    Manufacturer/Importer self-declaration based on test reports. No factory audit is usually required
📋 The Step-by-Step Certification Process
Regardless of whether you need a CoC or a DoC, the general workflow is as follows:
Product Classification & Regulation Matching: Identify your product's HS code and determine exactly which TR CU technical regulations apply (e.g., TR CU 004/2011 for Low Voltage, TR CU 020/2011 for EMC, TR CU 010/2011 for Machinery).
Appoint an EAEU Representative: A non-EAEU manufacturer (e.g., a factory in Shanghai) cannot be the direct applicant. You must appoint a legal entity registered within the EAEU (such as a local importer or a professional authorized representative) to act as the certificate holder and take legal responsibility.
Documentation & Sample Testing: Prepare technical files (manuals, drawings, risk assessments, etc., all translated into Russian). Send product samples to an EAEU-accredited laboratory for official testing.
Audit & Registration: Submit the test reports and technical files to the certification body. For a CoC, a factory audit may be conducted. Once approved, the document is officially registered in the EAEU database.
Affix the EAC Mark: Once the certificate or declaration is issued, you can legally affix the EAC mark to your products.
🏷️ EAC Marking: Strict Visual & Placement Rules
The EAC mark is the visual proof that your product complies with all applicable TR CU regulations. As of 2026, customs authorities are extremely strict about how this mark is applied. Here are the non-negotiable requirements:
Shape & Proportion: The mark consists of the stylized letters E, A, and C. They must be perfectly square, with equal height and width. You cannot stretch, deform, or alter the official vector design.
Size: The minimum height of the mark must be at least 5 mm. It must be clearly visible and readable to the naked eye.
Color & Contrast: The mark can be any single color (monochrome), but it must have a strong contrast against the background (e.g., black on white, or white on a dark surface) to ensure it stands out.
Placement: The EAC mark must be affixed to each individual unit of the product. It should be placed directly on the product itself or its nameplate. If the product is too small, it can be placed on the smallest retail packaging or in the accompanying technical documentation. It cannot just be placed on the outer transport/shipping carton.
Durability: The mark must be applied in a way that ensures it remains legible and does not rub off during the product's entire intended lifespan (e.g., laser engraving, molding, or using highly durable, tamper-proof labels).
⚠️ Critical 2026 Compliance Update: The Dynamic QR Code
Starting from mid-2025, simply sticking the EAC logo on your product is no longer enough for many categories (especially machinery and electronics).
Mandatory Dynamic QR Code: You must now include an encrypted dynamic QR code on the product's nameplate or packaging.
Real-Time Verification: When customs officers scan this QR code, it must link directly to the official EAEU government database, displaying the real-time status of your certificate, its validity period, and the specific production batch.
Consequence: Products missing this dynamic QR code are currently being rejected at the border and denied entry into the Eurasian market.
In summary, ensure your technical documentation is perfectly aligned with the TR CU regulations, your EAEU representative is properly authorized, and your product's physical labeling (EAC mark + Dynamic QR code) strictly meets the 2026 visual standards.
