The regulation applies to vehicles operated on public and non-public rails that may reach a top speed of 200 km/h with a spur width of 1520 mm, as well as corresponding infrastructure. It aims to ensure the uniform application and enforcement of the requirements for high-speed trains, their components and infrastructure in the Customs Union. It also ensures the free movement of goods.

Conformity assessment process
The conformity assessment with the requirements of the technical regulation TR CU 002/2011 On safety of high-speed trains is mandatory and occurs in the following forms:
EAC Declaration
EAC Certification
EAC marking
The products that have been confirmed to conform with the requirements of TR CU 002/2011 are marked with the EAC sign of the customs union. Placing a product on the market without corresponding marking can be punished with a fine or confiscation.
Period of validity of the EAC certificate
An EAC declaration is valid for up to 5 years, a declaration is valid for up to 2 years.
