If the product has a fire certificate, it means that it meets the established safety standards. This fact is confirmed by a number of tests conducted with samples of products. Each type of product is tested in accordance with specially developed test rules, described in technical regulations and GOSTs. In the case of a successful examination, a test report is drawn up, which serves as the basis for obtaining a certificate.

Federal Law No. 123 contains a full list of commodity groups subject to compulsory examination for compliance with fire safety standards (Article 146). Having studied this list, it can be concluded that a fire safety certificate is required not for all industrial products, but only for certain categories of it. However, many manufacturers voluntarily agree to undergo an examination and obtain a certificate. Most often this step is caused by the desire to obtain a competitive advantage, or special requirements for products put forward at tenders.

In the category of products for which it is necessary to conduct compulsory fire certification, among other things, the following product groups are included:

Technical means with the help of which fire safety is provided at industrial facilities, in domestic premises and administrative buildings (fire extinguishers of various types, fire fighting equipment, overalls);

Materials containing polyvinylchloride and other types of thermoplastics;

Electrotechnical devices;

Cables and related products (cable penetrations and channels);

Some types of construction and finishing materials, which are used at key facilities in terms of ensuring fire safety (for example, railway trains and subway cars);

Insulating materials and products made of mineral wool and basalt fiber;

Roofing materials and sealants;

Heating equipment, industrial welding machines.

Receiving a certificate

The procedure for obtaining a voluntary certificate does not differ from the mandatory examination. In either case, the manufacturer will need to transfer a certain package of documents to the certification body. Information about the applicant and products will be included in the database of the certification body and the information system of the Federal Service for Accreditation.

The list of documents for different product groups is significantly different, but some documents are mandatory in any case. These include:

The constituent documents of the legal entity that applied for a certificate;

Approved technical conditions for the products;

A package of technical documentation (drawings, passport, description of construction, etc.).

Requirements for domestic and foreign manufacturers also differ in terms of the required package of documents. In addition, the importer must take care of the availability of:

A power of attorney issued by a direct foreign manufacturer in the name of a Russian distributor who delegates the right to initiate fire certification;

A foreign quality certificate issued at the place of production of the imported goods;

Previously obtained test reports of samples of products carried out abroad (if any).

After submission of documents, the certification body proceeds to select samples for further examination, this process is fixed in the relevant act. The results obtained are recorded in the protocol, after which the accredited organization makes a decision to issue a certificate to the manufacturer for the product.

In some cases, before obtaining a certificate of fire safety, the applicant must provide access to representatives of the certification body for production facilities to assess the level of safety. Production facilities are not subject to verification in the event that an examination of a single consignment or a single product is carried out. Also, production verification is not carried out at enterprises that comply with ISO 9001.

What is the difference between a fire declaration

This document is a form of confirmation of the full compliance of product characteristics with the terms of the Fire Technical Regulations. If the products are included in the list of mandatory certification, the manufacturer or importer of this product must also receive a Declaration of Fire Safety. The recipient of the declaration may be individuals and legal entities that carry out registered business activities in the territory of the Russian Federation.

Cost of certificate

The price for the services of the certification body is not fixed and depends on a number of factors, in particular, the characteristics of the products being evaluated. The approximate structure of price formation is as follows:

Preparatory activities related to examination;

Direct product testing;

Assessment of the conditions of production (in the case of carrying out such);

Registration and transfer of certification documents.

The most expensive stage is the testing of a trade sample. The cost of testing depends on the chosen technique, its technical complexity. The sample is checked for compliance with a specific list of requirements with the entry of the conformity assessment in the protocol. Among other things, the following physical parameters are studied:

The volume of release of toxic and chemically active substances upon ignition of the sample;

Determination of the flame propagation group;

Definition of the flammability group;

Measuring the linear velocity of flame propagation;

Volume of oxygen burned during combustion.

Fire certificate validity and control methods

The manufacturer, whose products received a fire certificate, informs the consumer about this fact with the help of special marking. This labeling can be directly on the trade item, on the packing material, as well as in the documentation offered to the consumer along with the products.

Certificates are issued for a certain period of time, on the basis of which the frequency of inspection control depends. If the period of validity of the fire certificate is 2 years, the audit can be carried out once during this period, if the certificate is issued for more than 4 years, the number of inspections is limited to three.

Who to apply for certification

The decision that products meet the standards that allow obtaining a certificate of fire safety, the requirements of legislation in this area, can be accepted by many accredited organizations. However, in order not to delay this process and get certified in the shortest possible time, it is advisable to contact the experts who have proved themselves.
